How to read this dossier

This is open-source research, not a medical finding. Public reports document a death, restrictive measures and an international exchange of information. The material found contains no published laboratory confirmation of plague in Darya Shipilova. Neither a media headline nor our own hypothesis can resolve uncertainty about the cause of death. 2. Documentary reconstruction, day by day

Background and September 25–30

The earliest date linked to the alleged infection is September 25. In the Lyudi Baikala report (Russian regional outlet), it belongs to the broken-test-tube account. Later interviews place the employee's last appearance at work on that day. These are different assertions with different evidential weight; one does not prove the other. The precise sequence of initial symptoms, self-treatment and attempts to obtain care has not been reconstructed from documents. [R03] [R17]

Journalistic reports date hospitalization to September 29. The account of initial treatment as severe COVID-19 (Coronavirus Disease 2019, the World Health Organization's designation) is based on newsroom interviewees. Neither Shipilova's own SARS-CoV-2 (severe acute respiratory syndrome coronavirus 2) test, her treatment chart nor the time mechanical ventilation began was obtained. Relatives' account, relayed through a former colleague, of delayed antibiotics does not independently establish a medical error. [M06] [R09] [R17]

October 1

Modin's statement, relayed by IRK.ru, dates restrictions in part of Shelekhov Hospital to this day. Lyudi Baikala (Russian regional outlet) separately reported an evening meeting of security and administrative officials and transport of contacts. These are not one common document: the municipal statement and anonymous sources' accounts must retain distinct statuses. The hospital order number, commission decision and escort order were not found. [R01] [R03]

October 2

The day of the first widely circulated reports. Local news, the governor's post, the Stepanov/Mash claim and Lyudi Baikala's report (Russian regional outlet) converge in the news agenda, but lack an established common minute-by-minute sequence. In particular, Telegram's displayed 05:08 cannot be compared with IRK.ru's 10:23 without checking the time zone. Absolute precedence has therefore not been assigned to any specific channel. Popova takes part in the commission with Kobzev; the governor reports an operational plan. City Hall postpones the community cleanup. Reports introduce a figure of 197 contacts, but the source is Izvestia, not a published anonymized register. Onishchenko discusses a supposed trip to Buryatia, while Buryatia's head denies it. October 3

WHO (World Health Organization, a United Nations specialized agency) later dates its request to Russia to this day. Uzbekistan reports service preparedness. Reports also circulate about the disappearance of the Baikalsk mayor's warning; an archive of the original with a reliable capture time was not obtained. English-language discussion is visible on Reddit and in the Daily Beast. By this stage, the laboratory-infection hypothesis is circulating beyond Russian channels but still rests on the same initial reports. [W01] [C03] [R13] [N03] [N04] [M04]

October 4

Rospotrebnadzor (Russia's public-health watchdog) publishes an explanation of pneumonia of unknown etiology and summarized testing results. In parallel, Lyudi Baikala/Meduza circulate accounts of restrictions in several hospitals. Kyrgyzstan announces stronger controls. The international press makes the story a broadcast news topic; publicity does not itself increase the number of medical confirmations. [R15] [R16] [C02] [M05] [M07]

October 5

Reporting adds detail about staff isolation and patients' circumstances, but full orders remain unavailable. Ivano-Matreninskaya Hospital says it is operating normally. The claim that it was completely closed receives a specific denial, which should be retained alongside the initial publication. [R17] [R18]

This day records Trump's response, reports on the Kremlin's position, and statements from Kazakhstan, Mongolia, Thailand and Tajikistan; Taiwan sends Russia a request. Germany, Spain and other media markets publish overviews. A diplomatic offer of help does not mean acceptance, arrival of specialists or access to the laboratory. October 6

Russia tells WHO (World Health Organization, a United Nations specialized agency) that no plague cases have been registered. In reports from the Geneva briefing, it is important to distinguish the point when the official response was still awaited from the later account of its contents. Rubio asks for more information; CDC (Centers for Disease Control and Prevention, United States) communications and an embassy alert appear. ECDC (European Centre for Disease Prevention and Control, a European Union agency), Lithuania and Taiwan issue separate statements. A UKHSA (UK Health Security Agency, United Kingdom) comment is published in Britain. Russia's agency disavows a circulating restrictions document and reports a shrinking monitored group. Peskov says he has no information about an American approach. Rospotrebnadzor (Russia's public-health watchdog) describes the situation as calm and gives new aggregate figures. WHO's (World Health Organization, a United Nations specialized agency) page continues to request more detailed information. The Russian agency's wording about no risks and WHO's caveat that a full assessment is not possible are entered in the discrepancies register; the reasons for the difference are not established. WSJ (The Wall Street Journal, a US newspaper) describes a diplomatic démarche citing US officials. This is a stronger assertion than the earlier report of preparation of an approach, but no diplomatic note is published. Later, Trump again expresses a desire for information. October 8 — elapsed part of the day only

On the Irkutsk timeline, this includes CNN's (Cable News Network, a US news broadcaster) October 7 US broadcast, the RTHK (Radio Television Hong Kong, Hong Kong's public broadcaster) report at 01:44 and a local overnight reprint of Russia's statement. They record continuing coverage. No new primary clinical document on the cause of death was obtained by the end of the review. The rest of the day cannot be filled with assumed events. 3. What is known about the illness, institute and restrictions
