Kobzev announces completion of preventive measures and contact observation

Irkutsk Oblast governor Igor Kobzev reported on 8 October that preventive measures following the Irkutsk Anti-Plague Institute employee’s illness were complete. He said observation of all contacts had ended, no health disturbances associated with infectious pathology were found, and the situation in Irkutsk and Shelekhov was calm.

Kobzev cited the expert commission and Rospotrebnadzor (Russia’s Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing). He repeated findings of no laboratory accidents, proper controls when handling pathogens, and almost five thousand tests detecting no dangerous pathogens. Rospotrebnadzor had reported these outcomes earlier that day. The governor repeating agency findings is not independent laboratory confirmation.

The governor said the employee had been vaccinated and had immunity to the dangerous infections she worked with. The post includes no vaccination records or documentation of the type or degree of immunity. This assertion does not establish the cause of pneumonia or laboratory confirmation of plague.

Kobzev also said WHO (World Health Organization, a United Nations specialized agency) had confirmed the absence of public-health risks the previous day. This is his description of WHO’s position. An official account of the 6 October briefing gave a preliminary moderate-to-low risk for Irkutsk, low risk for Russia and very low risk for the European region. The governor thanked Rospotrebnadzor specialists and its head Anna Popova, Russia’s and Irkutsk Oblast’s health ministries, medical staff and law-enforcement agencies. He described the situation as a test under information pressure. The post gives no details of law-enforcement involvement.
