Patients report restrictions lifted at two Irkutsk medical institutions

Restrictions were lifted on 8 October at Irkutsk Regional Clinical Hospital and the psychoneurological dispensary, Lyudi Baikala reported, citing patients at those institutions. The post does not publish the patients’ names, the times individual restrictions ended or institutional orders. These are accounts obtained by the newsroom from patients.

The newsroom had previously described restrictions at the dispensary and published photographs of notices and questionnaires. The new account concerns the ending of measures at the two named institutions. It does not establish when every department reopened or when restrictions ended at every hospital in the region.

The post also recounts Irkutsk Governor Igor Kobzev’s 8 October video address on completion of preventive measures and monitoring of contacts. The video has not been reviewed in this check. Earlier, Rospotrebnadzor (Russia’s Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing) portrayed the WHO (World Health Organization) position as finding no population risks. The WHO’s own 7 October statement says additional information is still needed for a full risk assessment. The new post compares these accounts but supplies no new laboratory conclusion.

At the end, the newsroom says it originally published this post on the evening of 8 October, after which it disappeared for technical reasons. The available repost is dated 9 October. This is the newsroom’s explanation; the first version, disappearance time and technical logs have not been obtained.

The lifting of restrictions is described as an 8 October event. Reposted on 9 October at 08:31:29 UTC (Coordinated Universal Time), 16:31:29 in Irkutsk. Exact first publication time unknown. Added to this research on 9 October.
