Taiwan received WHO’s reply: information remains insufficient to establish the public risk

Taiwan’s Centers for Disease Control reported on 8 October that WHO (World Health Organization, a United Nations specialized agency) formally replied on 7 October. The inquiry was sent on 6 October through Taiwan’s IHR (International Health Regulations, the framework for international public-health coordination) focal point. It concerned the institute employee’s death and reports of a possible second death.

According to Taiwan’s account, WHO relayed Russia’s 6 October response: no recent plague cases were reported in Irkutsk Oblast; an investigation and preventive measures were underway, contacts had been identified and examined, and no high-threat pathogens were found. WHO’s letter itself is not published on the page. This documents an information exchange rather than independent clinical findings.

Taiwan’s agency also relays WHO’s view that information is incomplete and currently insufficient for an evidence-based conclusion about potential public risk; caution and dynamic risk assessment are needed. WHO continues seeking the cause of severe pneumonia and clarification of reports of a second case. A second illness and a possible second death are neither established nor treated as the same event here.

The agency confirmed continued monitoring, stronger border fever screening, laboratory capacity, a medical-care network and stable supplies of antibiotics for treatment and post-exposure prophylaxis. Stronger border measures were already announced on 6 October; the new release does not establish that restrictions were introduced again.

The release dates the WHO director-general’s statement to 6 October. The located original requesting further information is dated 7 October. A separate corresponding 6 October text was not located in this check; the reason for the difference is unestablished. The new document supplies no published laboratory confirmation of plague.
